In 2005 the CETL stated that "it would create a model of learning partnerships that engender dynamic and responsive curricula and will enhance student learning experiences and outcomes. Through the creation of such dynamic curricula, the CETL will aim better to anticipate, plan for and meet the emerging educational and training needs of present and future employees of the health and social care sector. CETL will create a transferable model involving the stakeholders of students, academic and support staff, service users and health and social care sector staff".
In 2008 the CETL was developed to focus upon the development and enhancement of these Stakeholder Learning Partnerships to:
- engage a wider Faculty and realise a wider Campus ;
- prepare students for employment and continually changing roles;
- embed organisational change to enable innovation.
Initially the CETL had two strategic partners in the form of Birmingham Children's Hospital NHS Foundation Trust and University Hospital Birmingham NHS Foundation Trust.
"The needs of the NHS, BCH and its workforce are constantly changing and we see the CETL as providing the mechanism for us to help Birmingham City University produce dynamic, responsive curricula that meet the needs of our workforce. Existing and proposed staffing developments, joint appointments and rotational posts between the two organisations will ensure that links between the organisations continue to evolve."

However, the CETL's focus has now shifted from the creation of innovative projects and partnerships with the health sector to a wider engagement with employers and other stakeholders across the University.
In 2005 HEFCE stated that CETLs should, o ver the five years of funding, acquire significant influence inside institutions sharing and disseminating good practice to encourage take-up with colleagues elsewhere in the institution or partnership. HEFCE regarded this as an essential part of a CETL's mission. It also expected CETLs to engage with the wider practitioner community outside of their institutions.
This is the current phase of the CETL as we seek to embed CETL within the University and extend the partnerships both internally within the University and externally with the community.
